2018 - The Year of Infrastructure?

During the presidential campaign leading to the election in 2016 and in 2017 there was much discussion in Congress, from both parties, and the administration about the state of infrastructure in the United States. Often quoted was the "grade of D" given to highways by the American Society of Civil Engineers. The new administration has addressed this concern by proposing a $1 trillion infrastructure program with $2 billion in direct funding. However, work on transportation was always scheduled to follow repeal of the Affordable Care Act and Tax Reform, both of which took longer than the Administration anticipated. With much work on these issues having been completed, will 2018 be the year we see a concerted effort to elevate infrastructure into the national dialogue? We will discuss the current state of affairs in Washington for surface transportation in this presentation.

Reclaimed asphalt pavement (RAP) mixtures have shown good resistance to rutting. When used with modified asphalt binders that account for the increase in stiffness of RAP binders, these mixtures can have good performance against both rutting and cracking. FHWA Expert Task Groups Status Report

The FHWA Asphalt Mixture and Asphalt Binder Expert Task Groups are technical forums to engage in open dialogue on technical items related to asphalt pavement materials. The ETGs have been instrumental in advancing new technologies and innovations within the asphalt pavement industry, including volumetric control, Superpave, performance graded binders, quality assurance specifications, reclaimed asphalt pavements, warm mix asphalt, and performance related testing.

This presentation will focus on a review of the AASHTO material specifications and design practices that are either in-process or have been published out of TS 2a/TS 5b/SOM for various emulsion-based, pavement preservation surface and recycling treatments. Current activities regarding the development and generation of an AASHTO-based surface performance grading (SPG) material specification for emulsion residues, as well as the development and design of quality control/assurance and contractor certification programs within AASHTO, will also be discussed.

National Snapshot of State Binder Specs

The Asphalt Institute maintains a "binder spec database' on its website that provides a summary of each DOT's binder specifications.  Each state's summary sheet is a downloadable PDF showing the typical grades specified, as well as the test requirements and any exclusions for those grades. The AI Regional Engineers work with the state's bituminous engineer to update these summary sheets each year. This presentation is a collective summary of that information from a national perspective.  How many states specify certain grades, utilize certain tests, ban certain additives? Where are we nationally with implementing M 332 (MSCR), or certain aspects of it? These and more will be examined.

Roofing Asphalt Characterization Techniques for Improved QC

This presentation will discuss improved methods of typical roofing quality control. It will review alternate testing techniques which relate to commonly performed roofing asphalt tests. These methods will be discussed along with actual data presented to determine softening point, penetration and viscosity. When implemented for quality control, the use of intelligent functions will be discussed for logical decision making which can be used for determination of pass/fail criteria, report generation and escalation decisions for out of spec materials to company procedures. Other techniques to investigate amount of tack, adhesive pull off strength, prediction of sag, as well as, high shear to simulate processing conditions will also be presented.

Arizona DOT's Use of Modified Binders

This presentation will discuss the Arizona DOT's use of modified binders past, present, and take a look towards the future. Historically, ADOT has been a large, very successful, user of wet process asphalt rubber binders and a smaller user of polymer modified binders. In recent years, the realities of funding and changes in the type of construction ADOT is able to do (more preservation and less modernization and capacity additions) have caused the agency to reevaluate the materials it uses to do this work. Current trends and future expectations of modified binder usage by ADOT will be discussed.

SESSION 5- Modified Asphalt Innovations 

Modified Asphalt: A Lifetime Pavement Improvement

This presentation will focus on the impact of asphalt binder modifications on the performance characteristics of asphalt mixtures and the life improvement of asphalt concrete pavements. Several types of modifications will be included, ranging from standard polymer to high polymer passing through the tire rubber modified asphalt binders and mixtures. The full cycle of pavement life improvement will be presented, starting with measuring the engineering properties of modified asphalt binders and mixtures followed by the assessment of their performance characteristics and leading to the impact of their complex interactions on the mechanistically predicted pavement life. The presentation will examine how modified asphalt mixtures contributes to the competing pavement performances, i.e., rutting vs cracking, and the significance of a full mechanistic analysis of pavement performance towards capturing the true benefits of the various modification systems.

New Characterization Approaches to Better Capture It

This presentation presents methods to capture anomalies not apparent through current PG specifications based upon outcomes of a collaboration between international partners through a WRI-led Asphalt Industry Research Consortium (AIRC). It involved more than 50 different binders with various types of modification or refinery blends. Advanced tools were used, among which the DSR-4mm, the SAR-AD™ (an advanced and automated SARA separation combining chromatography and solubility), and the chemometrics ExpliFit™ software to develop correlations. Significant chemo-mechanical correlations were obtained relating the binder chemical composition and thermal property metrics to binder rheological characteristics with an emphasis on low temperature characteristics.  This study validates the chemo-mechanical approach launched at WRI a few years ago, which is being continuously implemented in several projects.

Nanoscale Organosilane Asphalt Applications

The presentation covers some of the historical aspects of the use of organosilane applications going back over 50 years. How this modification technique differs in some respects to many other modifications is that different bonding is exploited.  These are Micellized (or encapsulation) of asphaltenes/resins by the organosilane preventing them from sticking to themselves (and steel) and therefore allowing the maltene phase to act as a lubricant. The unreacted sites of the organosilane then bond the asphaltenes to the aggregates through the same bonding chemistry. Additionally, with the polar components of the binder effectively neutralized, the components of the binder that attract water are eliminated, thus reducing the moisture susceptibility of the binder itself. The nanoscale effects with differing numbers of molecules and the effect on properties will be outlined.
